ECOLOGICAL COMPENSATION AND GOVERNMENTAL SUPERVISION UNDER POLLUTION INDUSTRIAL MIGRATION BASED ON SIGNAL GAMING OF COMPENSATION APPLICATION

This paper, aiming at mitigating opaque information and policy loophole, uses compensation application as signal to establish a signal gaming model based on ecological compensation of local government under pollution industrial migration, which is applied to discuss its gaming balance under different conditions, and to analyze effective compensation mechanism of industrial migration sender to receiver, providing references for governmental ecological compensation and central governmental supervision. Complete success of separated balance as the premium solution exists, initiative compensation application is working in mitigating opaque information. Receiver shall consider to match ecological compensation in terms of its emission reduction, and sender shall accordingly give the compensation. Appropriate punishment is key to the balance in reaching a social premium balance when sender ‘s punishment meetsFt

Green development is popular in protecting the Yangtze river, which is backed by synergy innovation. This paper selects panel data of 11 provinces along Yangtze river economic zone during 2009-2017, and uses compound synergy model and SBM to measure their synergy innovation ability and green development level of the 11 provinces. Results show that, as time goes by, their synergy innovative ability remains little change, but outstanding in geographic distribution, highest in the down-stream. The green development level is rising, not high generally with variance among provinces, relatively higher in Shanghai and Jiangsu in down-stream. Both strongly show a regional difference at the same pace. This paper applies panel Tobit model to study the impacts of government-customer-industry-institute synergy innovation ability on green development and concludes that this synergy innovation can improve green development, as clearly shown from middle- to down-stream, but not from up-stream.

This paper, based on thin sections of coal-bearing formation of Ordos basin, studies the reservoir features and diagenesis of compact sandstone of coal-bearing formation of southern Ordos basin on cases of Memer 1 of Shanxi formation and Member 8 of Shihezi formation, Sulige area, and concludes that diagenesis largely influences reservoir. In the study area, the rock is mainly debris quartz sandstone with diagenesis of compaction, cementation and dissolution. It is concluded that the members has reached stage B of medium diagenesis combined with regional diagenesis evolution series. Comparison shows reservoir varies with diagenesis that compaction, cementation and dissolution destroy the pore structure in the early diagenesis, leading to a poor reservoir feature, and dissolution starts to produce secondary pores to improve the reservoir in the medium diagenesis.

This paper uses Dingxi`s gross agricultural productions and proportions in each 
 
department from 1994—2014 to calculate the agricultural contribution to economy, 
 
and establishes a grey relational model, which is employed to analyze the 
 
relation between agricultural industrial structure and agricultural economy with 
 
the results showing a moderate industrial structure adjustment in Dingxi`s 
 
agriculture in general, but not effective, leaving much room for improvement. 
 
Flexible coefficients of planting, forestry, livestock and fishing are 0.8411, 0
 
.044, 0.2753, 0.1063, respectively. Planting contributes the most to Dingxi`s 
 
agricultural production, and the next is livestock. Fishing and forestry have a 
 
little influence. Optimization of agricultural industrial structure relies 
 
largely on planting, which shall be continuously invested along with forestry and 
 
fishing. To fulfill the ecological function of forestry can pull the growth of 
 
agricultural economy.

This paper, uses data envelopment analysis (DEA) to evaluate the innovation ability in eastern and western China and analyzes their innovation ability difference, and shows a higher intelligence allocation efficiency in the western, and a higher commercial result allocation efficiency in the eastern. This paper also studies the issues in innovation process and provides suggestions setting up interactive mechanism. The western and eastern shall create an effective intelligence alliance and innovation technology alliance to focus on resources-based motives, benefit allocation standard, government’s service and continued policy support.

Recently, as electronics and automobile industries go fast, China,s tin production has been over operated. Since 2004, China, holding a share of less than 30% tin resource globally, has contributed 40%, leading to a falling in tin reserve. China,s tin industry is facing many issues, poor comprehensive use, low recycling use, irrational industrial structure, and direct export of raw materials, etc. This paper compares the tin production with other countries, suggests on governmental macroscopic controls, exploration investment, exploring overseas, tin production consolidation, recycling industrial mode, optimizing industrial chains, detailing export items, so as to guarantee China,s sustainable development of tin production.

This paper gives an introduction to the global platinum group metals resource, supply-demand status of Pt, Pd and Rh, and their consumption structure changes, and analyzes strategy and approaches to China's platinum group metals industry. The global financial crisis led to a big fall in Pt, Pd and Rh supply and demand, meaning a change in consumption structure. However, as the global economy recovers, this situation goes better. Approaches to China's platinum group metal supplydemand conflict lie in technological development and establishing management system, which can ensure a sustainable development of platinum group metals resource and industry.

Under the Plantation Occupancy-Compensation Balance Policy, the total yield capacity of plantation in Jiangsu province is descending due to the gradually consumed plantation resources during urbanization, so the major measure to guarantee provisionment is to increase plantation utilization efficiency. This paper, based on yield efficiency coefficient, consumption harvest coefficient, pollution substitute coefficient and utilization intensive coefficient, evaluates the plantation utilization efficiency, analyzes the contribution ratio of agricultural components to yield capacity and attains some measures to increase plantation utilization efficiency.
